  63.              Go placidly amid the  noise  and  waste  and  remember  what
  64.         comfort  there may be in owning a piece thereof.  Avoid quiet and
  65.         passive persons unless you are in  need  of  sleep.  Rotate  your
  66.         tires.  Speak  glowingly  of those greater than yourself and heed
  67.         well their advice,  even though they be  turkeys.  Know  what  to
  68.         kiss, and when.  Consider that two wrongs never make a right, but
  69.         that  three  do.  Wherever  possible,  put  people  on  hold.  Be

  84.         gloom  that  your  dog  is  finally  getting  enough cheese.  And
  85.         reflect that whatever misfortune may be your lot,  it could  only
  86.         be worse in Milwaukee.

  116.      An interesting "test case" is in the brewing.  It seems
  117.      that the private region 13 conference listings
  118.      in Adrian Walker's Elist were "abandoned".  After Mr. Walker's
  119.      system sending out warnings and posting the expiration in
  120.      a few conferences they were going to be deleted.
  121.  
  122.      HENCE I ELISTED THEM as the new moderator.  Just heard from
  123.      the RC...he went berserk.  Threatened me with penalties:
  124.  
  125.      Phil Dampier said:

  127.      "Your listing yourself as moderator of various region echos
  128.      within this region in the ELIST constitutes excessively
  129.      annoying behavior.  Your immediate relinquishment of those
  130.      listings will prevent impending penalties which will affect
  131.      your ability to participate as a node in this network."

  133.      Dampier then went on placing additional requirements:

  135.      "You can prevent these penalties by sending a message
  136.      to Adrian Walker, who maintains the ELIST, stating that
  137.      your submissions were in error and that you relinquish
  138.      any and all authority to list these echos in the ELIST.
  139.      A carbon copy of this message to my attention is also
  140.      required."

  143.      Naturally, I appealled his threats to Bob Satti and filed a PC
  144.      Phillip Dampier for trying to bypass the *C chain.  The issues:

  152.      4. Is listing anything that Adrian Walker will accept
  153.      EAB pursuant to Policy 4.07 ?

  158.      6. Can his threat be appealled.  Seems that the ZC
  159.      can rule on an advisory opinion request rather then
  160.      waiting for the PC to move upward.

  194.      A glut of files have been coming in about the recient allegations
  195.      that the Central Intelligence Agency of the United States has
  196.      been dealing in drugs in a successfull attempt to suppress the
  197.      blacks in the country.  I've discarded most of them and kept the
  198.      files which at least attempt to offer some names, dates, times,
  199.      and locations in the allegations.  Since this is an interesting
  200.      social phenomena, I thought netters might find this stuff as
  201.      interesting as I do.
  202.  
  203.      This isn't the first time I've seen these claims being made as I
  204.      can recall such claims being voiced back in the 1970's.  Such
  205.      allegations were largely ignored then and they quickly died out.
  206.      What makes the repeat of these claims notable in the late 1990's
  207.      is the fact that the social environment of the 1970's is quite
  208.      different than the social environment of the 1990's.  In the
  209.      United States _everyone_ wants to be a victim so they can claim
  210.      they're not responsible for their own fate.  That attitude was
  211.      epidemic in the 1970's yet not pandemic at the time.  Now things
  212.      have changed and there is a need to blame anyone one can for
  213.      one's lot in life -- and the CIA is a good, faceless, corrupt
  214.      and widely-recognized evil entity which quickly serves as the
  215.      fall guy.  Additionally _this_ time there are people willing to
  216.      name names and be a bit specific about their claims.

  218.      I suspect that more reasonably acceptable files will be added
  219.      to the list of files that I'll keep so the Magic File Name of
  220.      DRUGS will return the current FILES.BBS for this archive.

  226.          The latest news during October 1996 is that the the United
  227.          States terrorist organization known as the Central Intelligence
  228.          Agency (CIA) has been heavilly involved in trafficing in crack
  229.          cocain since the 1960's deliberately to suppress the domestic
  230.          black populace and to keep them down.  The stories have taken
  231.          on all the attributes of an urban legend except that it should
  232.          more properly be considered a national hoax.  The difficulty
  233.          of just passing off the stories as nonsense stems from the
  234.          history of the CIA's involvement in selling drugs for firearms
  235.          and firearms for drugs to support "freedom fighters" in other
  236.          countries.  (Cnl. Oliver North's admissions of guilt were
  237.          validated.)  The history of the CIA lends credability to this
  238.          latest series of allegations and it's certain to be a long-
  239.          lasting topic among conspiracy buffs and human rights
  240.          organizations.  The Chairman of The Skeptic Tank routinely
  241.          archives urban legend stories and makes them available to the
  242.          general public as a matter of the Tank's charter -- we don't
  243.          often hold the opinion expressed within these archives. - flr

  347.      As to the practical aspect of a Zone policy why
  348.      don't each of you read Section one of Policy
  349.      4.07.  Local policies MUST meet certain tests.
  350.      One important one is that they are REQUIRED
  351.      by local conditions.  Not desired, wanted,
  352.      needed etc...but REQUIRED.
  353.  
  354.      Zone one has no echo policy.  Some twit type try
  355.      hard to market the situation where people
  356.      think there is one.  Zone one HAS NO ECHOMAIL policy
  357.      other then "biggest .bbs wins".  There are multiple
  358.      and conflicting practices.   BUT NOTHING FOR WHICH
  359.      a person's membership in Fidonet is at risk.
  360.  
  361.      Let me poise these questions:
  362.  
  363.      1. If the people that "vote" against a Z2 EP ignore
  364.      it ...then what ?
  365.  
  366.      2. If those people put in another Z2ep is it anymore
  367.      enforceable then Woodmorepol.
  368.  
  369.      Section one of the existing ratified policy contains
  370.      wisdom.  Since message flow all over the world and
  371.      since any node can link to any other node via any
  372.      way...how do you expect to enforce a policy that
  373.      is limited by geography..as to a technology that
  374.      ISN'T.
  375.  
  376.      Look at the foolishness in Z1.  First there was
  377.      an echopol attempt.  It spent more time on distribution
  378.      then on policy.  It bombed.  Then we had "boppy".  The
  379.      famous document which made believe.   It bombed.  Now
  380.      the fad is "faq's".  All these things are openly
  381.      ignored by most of Z1 (most members don't even know
  382.      or care about any of them).

  384.      OK WHAT IS THE SOLUTION:
  385.  
  386.      1. Tweek Policy 4.07 to correct it and make it
  387.      easier to change.   Do it worldwide.
  388.  
  389.      2. Devise an internation echomail policy.  Don't even
  390.      touch the distribution problem.  Let distribution
  391.      system spring up as technology allows.  (Read the
  392.      current policy...other then NC "host routing"..it's
  393.      SILENT..).  The EP should be written around the
  394.      ECHOLIST (like the nodelist).  Don't define new
  395.      positions.  Let each *C do it ot allow delagation
  396.      (appointment).  To have a seperate coordination
  397.      system is technically stupid.  In Z1 the "ec's"
  398.      have "grabbed" netmail too.  We have...ahem:

  409.      A Z2 only policy is a waste of time.  Will each
  410.      conference that flows in Z2 be subject to Woodmorepol.
  411.      OF COURSE NOT.
  412.  
  413.      So...Mr. Kindness and Mr. Woodmore.  Instead of brushing
  414.      off an article with childish comments.  Address the
  415.      international impact of a zone policy on messages
  416.      and moderators OUTSIDE the zone.  Is excessilly annoying
  417.      behavior a geographical thing in cyberspace.  Can I as
  418.      a Z1 sysop be excommunicated for DOING what a
  419.      Z2 policy says is EAB.  THEN WHY SHOULD A Z2 SYSOP
  420.      be excommunicated UNLESS the PROHIBITION IS REQUIRED
  421.      by local condition...note required. (sec 1)

  423.      OK...address these issues intelligently without the
  424.      one liners.  Maybe a few other ZC's can tackle this.

  529.      docs...no new files!" on the screen.  It proceeds to fill up all the
  530.      free space on your hard drive with new files, then blames it on the

  533.      (14) ROSS PEROT VIRUS:  Activates every component in your system,
  534.      just before the whole thing quits.  Then space aliens land at your
  535.      daughter's wedding.
